The state of Motueka's footpaths

Council funds improvements to our streets by looking at a number of different factors. They use a formula, known as "The Matrix", which is applied to see which projects get what priority. As Motueka seems well down on any Project List, we (the Board) have asked repeatedly for "The Matrix" to be properly explained to us. Come on Council, what's "The Matrix"?
Here are some footpath problems that need high priority addressing:
Down the end of Pah St
Whilst walking to Te Awhina Marae has been made safer than previously, there are still significant safety improvements that could be made. Given that there are Kaumatua flats are here, as well as Kohanga Reo with small children, I thought this would be higher up the Matrix.
By the aerodrome
I used to live down here. I would often go out picking up litter from the side of the road. There is no footpath, and the design of this road could be significantly improved. The specific point with this photos is to look at the edge of the road, and see how the road is actually eroding because it has not been graded to edge of the road.

Council's sloppy job at a footpath, as highlighted by John Krammer (below). Rather than asking someone to trim back their overgrown hedge, they just made a footpath around it. That land belongs to the people of Motueka, and we deserve a sealed footpath right to the edge of it.

Cracked, rough. Driving a mobility scooter or pram through here is like 4WD out the backblocks. A resurfacing is needed.

Does the community Council support the building of a shared pedestrian/cycle way across the Wharf Road Causeway? Putting aside the difficulties of notified resource consent and funding, how do they prioritise this? On Saturday 22nd May, 10am to 10.30am, I will be on the parking lot by the floodgates, Wharf Road Causeway, waiting to meet with anyone who thinks the walkway is as important as I do.

It is becoming unsafe to walk on some footpaths in Motueka. On Wilkie Street my kids and I are often forced to walk on the road due to a hedge which is usually overgrown and covering most of the footpath. Why this is allowed to happen year after year is beyond me.
On Christmas day I was walking along Pah Street and tripped on broken concrete opposite Simpson Street. This trip caused me to re-injure my leg and I am now facing a longer recovery time. I just wanted to take my dsughter for a walk around the block, it shouldn't be a case of avoiding hedges and broken footpaths.
